Without a system in place to track their cases, and without the resources to hire lawyers, many inmates were left to languish in jail for months. Public defenders, already overworked and underpaid, were also displaced by the storm, and many of them were forced to relocate. All but four of the city’s public defenders were laid off because the program’s source of revenue—traffic tickets—no longer existed. The system was in such a state of disarray that judges said the court’s backlog couldn’t move forward until the Orleans Indigent Defender Program was overhauled, and in mid-April a nine-member board was appointed to oversee the changes....

There are five of these requests in total, though none of them will be available until players have reached research level 2 for the course. Thankfully, this can be achieved fairly quickly, although reaching research level 3 to unlock the last two requests is going to require a bit more effort....

Chul Kyung Hwa, who operates under the codename Vigil, dons a full-face mask that features some rather frightening characteristics. His official description seems to imply that his mask offers him increased protection from headshots, while the trailer below emphasizes that a Mute-like device strapped to his back renders him invisible to drones from the attacking party. These qualities make Vigil somewhat of a hybrid between a mobilized Mute and defensive Blackbeard....

Meanwhile, an interesting assortment of odds and ends is on offer this week, arguably headlined by Michael Jackson: The Experience. The Nintendo 3DS sees its first new games since launch with Ubisoft’s Raving Rabbids: Travel in Time and Tom Clancy’s Splinter Cell 3D. Gameloft brings the Diablo-esque Dungeon Hunter: Alliance to PSN, and Rio nicely fills the role of kid’s licensed movie tie-in for the week. Of course, there are other titles debuting this week....

The Canal Battery Guard is a device that plugs in between a standard charging brick and a USB charging cable. By using the app to connect via Bluetooth and setting the time you’ll be waking up in the morning, the Battery Guard will keep the battery cool and safe from the harmful temperatures that can shorten its life while charging overnight, according to the company. “Our preliminary testing has shown the Battery Guard can cut the rate of battery decay in half, or double the lifespan of the battery,” Nick Kshatri, co-founder of Canal Electronics, the maker of the Battery Guard, said in an email interview....

Ice-T also performed a surprise concert during the Horde 2.0 showcase event at E3 and solidified himself as a cog in the Gears of War marketing machine. In keeping with that love affair with Gears of War 3, Microsoft and Epic Games released a new Horde 2.0 gameplay trailer which features music from Ice-T’s thrash metal band, Body Count. The song is titled “Horde 2.0: Five Against All,” aptly named after the multiplayer mode’s 5-player co-op against waves of Lucusts and Lambent forces....

It was a huge win for Vickers, helping him resurrect his career and land a full-time ride with Michael Waltrip Racing. Hearthstone: Heroes of Warcraft will be receiving its fourth expansion later this year, entitled Mean Streets of Gadgetzan. The expansion is based upon the desert outpost of the same name in World of Warcraft, and will feature three major crime syndicate groups: the Grimy Goons, Jade Lotus, and Kabal. Each syndicate will host multiple classes, with the Grimy Goons being home to the Hunters, Paladins, and Warriors, while Jade Lotus takes the Druids, Rogues, and Shamans, and Kabal hosts the Mages, Priests, and Warlocks....

Now, eager devotees of the 1993 cult Halloween classic Hocus Pocus finally have something new to look forward to as yet another new trailer for Hocus Pocus 2 heralds the return of certain fan-favorite baddies. Naturally, the Disney preview offers a look at plenty of new characters, including big names like Ted Lasso’s Hannah Waddingham and The Afterparty’s Sam Richardson. But the real draw comes from the highly-anticipated comeback of the original film’s delightfully villainous trio, and the stars behind them appear to be having the time of their lives....

It’s a nice montage of character intros, special moves, and the like, with the inclusion of a first look at Poison Ivy gameplay that, up until now, has not been seen. Injustice 2 still has a few months to go before it’s released, but developer NetherRealm Studios has been steadily releasing extended looks at the game’s impressive roster of fighters. Police arrested Jason Vicari, 21, after he allegedly killed his grandfather Ronald Vicari on Tuesday. A police report indicates that responding officers heard Jason Vicari voluntarily mutter “God told me to do it,” according to NJ.Com. The grandson later repeated the claim while being interviewed by detectives, explaining that he was told that his 81-year-old grandfather was a “monster,” police said. The suspect also heard the deity tell him that he would have to change his religion, in addition to brutally killing his grandfather, police said....

The K-9 violently shook the other animal for 30 seconds before it was rescued by its owner and taken to the vet. Megan Ginchereau said the incident happened on February 2 when she was outside her home in Franklin Township. Her neighbor’s dog entered her yard and attacked the 2-year-old terrier, named Charley. “I heard my neighbor yell ‘No!’ and then his dog came around to our yard, and I just saw him pick up my dog in his mouth and started shaking him around,” Ginchereau told NBC New York....
